Cosmetology

From the General Statutes of North Carolina, this are the regulations and descriptions of all aspects of cosmetic arts.

The two most important laws pertaining to cosmetics marketed in the United States are the Federal Food, Drug, and Cosmetic Act(FD&C Act) and the Fair Packaging and Labeling Act (FPLA). FDA regulates cosmetics under the authority of these laws.

Our mission is to promote the protection of the health, safety, and welfare of the professional workforce by actively pursuing excellence in cosmetology and related fields. Our objectives are to:
•Provide a forum for the exchange of state regulatory ideas.
•Offer a standardized, valid, and legally defensible National Examination Program based on the highest standards and requirements.
•Promote national endorsement and standardization of regulations.
•Encourage competency in the practice of cosmetology and related fields.
•Cultivate professional relationships with industry partners.

The purpose of the Board is to issue a certificate of apprenticeship or registration to those individuals that meet the criteria of the Board. Individuals that meet the criteria of the Board must have completed 1528 class room hours and passed a written and practical exam and issued an apprentice license. The registered barber must have also completed a 12 month apprenticeship under the supervision of a registered barber and has passed a practical exam.

The NC State Board of Cosmetic Art Examiners has remained steadfast in its commitment to establishing and maintaining authorized, sanitary, healthful, and professional standards for the ever-expanding and technologically advancing cosmetic art profession. The board's mission is to develop, monitor and enforce the standards used in the industry for the safety and protection of the public.
